On Wednesday, the Government will be in the hands of the preliminary draft of the updated Memorandum, which was reportedly not expected to have specific differentiation. The study and the final negotiation of the updated Memorandum will be completed Friday.

What appears from the negotiations and of particular importance is that the financial part of the Cyprus doing very well and has far surpassed the expectations of lenders. The financial cushion that has created the Government give comfort, according to government sources, Cyprus has a positive assessment by the troika for the fourth consecutive time and, most importantly, no need for additional fiscal measures.

In the financial piece, lenders seem to intensify pressure on the Government to expedite the regulation of non-performing loans (NPLs).

Troika and Government agree that you have until the end of time voting on legislation on the legal framework for insolvency and is expected to be technocratic help from their creditors.

Willingness of lenders is like all legislation relating to insolvency be adopted simultaneously in order to have a comprehensive settlement. From the discussions held so far, the message you have given creditors is that the banks themselves must take action to recover their loans, "chasing" those who owe.

The head of the Troika of the discussions held, did not hide their concern as regards the political environment created in the previous period for regulation of primary residence, because the climate encourages growth strategies bankruptcies.

Creditors have expressed the view that the Cypriot authorities that the expectations for legislation creates the possibility of more debtors to stop paying installments with the hope of reducing their debts.

Because one of the great problems of the financial system is the increase in non-performing loans, the Troika also addresses the need to promote arrangements that will allow banks to mitigate the effect of strategic bankruptcies. Creditors do not want to be further affected by the capital adequacy of the financial system and create new holes from the behavior of borrowers.

They need to promote law will accelerate the disposal of property, in which case the divestment undertakings can be done within 18 months and in the case of households within ½ years. The primary goal of promoting relevant legislation until February 2014 has been moved to the middle of the year, and from the discussions this week will depend on whether or not to give further extension.

For the theme of the General Plan Health, Troika seems to understand the positions of the government and the involvement of private insurance pillar beyond the public and is one of the issues that will be discussed further. There seems to be no problems with the schedules for privatization and in the same context, it appears that moving the reform of the Public Service.
